Pilot Programs
Under the Provincial Nominee Program (PNP), individuals with the skills, education, and work experience can
become permanent residents of Canada and contribute to the economy of a specific province
or territory. Each region has its unique “streams” tailored to various groups.
For instance, provinces and territories may target:
CARE GIVER PILOT PROGRAMS
Canada offers two special immigration pathways for foreign caregivers
to provide in-home care for children and individuals who are
elderly, disabled, or ill:
- Home Child Care Provider Pilot: This program is designed for
individuals who aim to work as child caregivers in Canadian
households. It allows qualified caregivers to obtain permanent
residency in Canada. - Home Support Worker Pilot: This program is for caregivers
who wish to provide in-home care for elderly, disabled, or ill
individuals. Like the Child Care Provider Pilot, it offers a path
to permanent residency in Canada.
ELIGIBILITY CRITERIA
- Both pilot programs have specific eligibility criteria related to employment opportunities, educational credentials, and language proficiency. Applicants must meet these requirements to participate in these caregiver programs.
EDUCATIONAL QUALIFICATIONS
Applicants should have one of the following:
- A 1-year post-secondary or higher educational credential from a Canadian institution.
- A foreign educational credential equivalent to the above, verified through an Educational Credential Assessment (ECA) report from an IRCC-designated organization
*Note: Completion of only one year of a college or university program is insufficient.
LANGUAGE PROFICIENCY
Applicants must demonstrate proficiency in English or French, at Canadian Language Benchmarks
(CLB) level 5 or Niveaux de compétence linguistique canadiens (NCLC) 5 in reading, writing,
speaking, and listening.
- Language test results from designated organizations are required to prove language proficiency. All four skills must be demonstrated in a single evaluation.
- Language test results must be less than 2 years old and are considered conclusive evidence of language proficiency. Other written evidence is not accepted.
